Kirk J. Halpin

is the Managing Partner of The Law Offices of Kirk Halpin & Associates, P.A., a firm that he founded in 2004. The firm is located in Clarksville, Howard County, Maryland, and serves the legal needs of business owners, individuals and financial institutions located primarily in the counties of Anne Arundel, Baltimore, Carroll, Frederick, Harford, Howard, Montgomery and Washington as well as Baltimore City. Mr. Halpin has handled complex real estate and business transactions for a wide range of businesses, including multi-million dollar deals, while also assisting small business owners with day-to-day operations. Prior to founding his own firm, Mr. Halpin was a business and real estate attorney with well-established law firms in Baltimore, Maryland, first with Scaldara & Potler, LLP, a firm that was of counsel to Semmes, Bowen & Semmes from 1996 to 1999 and then with Rosenberg Proutt Funk & Greenberg, LLP from 1999 to 2004.
From his days as the owner of a small equipment leasing business in Towson, Maryland to his current role as the owner of a successful and thriving law practice in Clarksville, Maryland, Mr. Halpin has shared his talents and knowledge with the communities in which he has worked and lived, serving on many non-profit boards and volunteering with various community service groups. Mr. Halpin was the President of his local homeowner’s association, and previously served on the Board of Directors of the Columbia Association and the Kings Contrivance Board of Directors, both local Howard County governing bodies within Columbia, Maryland. He has also volunteered his time and talents with Big Brothers and Big Sisters of Central Maryland, the Maryland State Bar Association, The Lawyers Clearinghouse, Inc., the Maryland Volunteer Lawyers Service, and Catholic Charities – Our Daily Bread. Additionally, Mr. Halpin has been a speaker and panelist at several legal and business related seminars and continuing education programs, and published several articles related to general business and legal issues. In addition to practicing law, Mr. Halpin is a licensed Real Estate Broker in the State of Maryland.
Mr. Halpin is a
cum laude graduate from the University of Baltimore School of Law and is admitted to practice law in the State of Maryland. He is an active member of the Maryland State Bar Association, the American Bar Association, the Howard County Bar Association, and a 2000 graduate of Leadership Howard County. Mr. Halpin resides in Columbia, Maryland with his wife.
Arianne H. Monroe

serves as Of Counsel to the Firm. She represents small business owners, developers, property managers, tenants, lenders, partners, and other entities in contract and commercial real estate matters having spent much of her career as corporate counsel to national real estate development companies.
From 1987 through 2004, Arianne served The Rouse Company as Senior Asst. General Counsel for community development, office and retail leasing, and property management of regional malls, local shopping centers and office parks. From 2005 until 2007, she worked as Senior Portfolio Counsel for Federal Realty Investment Trust where she was responsible for legal operations throughout its entire portfolio. In these positions, she was involved in all legal aspects of developing, leasing, owning and managing a portfolio of retail, office, and mixed-use properties including The Gallery & Harborplace, Columbia Town Center, Bethesda Row, and Rockville Town Square.
Arianne is a 1982 graduate of Syracuse Law School and is an active member of the Real Estate Section of the Maryland State Bar Association, the Howard County Chamber of Commerce, and the Howard County Business Women’s Network. She lives with her husband and daughter in Columbia, Maryland.
Teresa R. Burns

serves as Senior Paralegal, bringing 25 years of paralegal experience in various practice areas to the Firm. She currently concentrates in real estate transactions and commercial leasing, as well as general business law. Previously, Teresa was a Senior Paralegal in the Legal Department of The Johns Hopkins Health System, where she handled real estate and contract matters. Prior to that, Teresa was a Senior Paralegal Specialist for The Rouse Company in Columbia, Maryland from 1990 to 2005, specializing in commercial litigation, real estate transactions, commercial leasing, employment matters, and general operational and business matters. Prior to joining The Rouse Company, Teresa spent 8 years at local Baltimore law firms.
Teresa is a 1982 graduate of Towson State University, with a Bachelor of Arts degree in Mass Communication. She is a long-standing member of the Maryland Association of Paralegals, the National Federation of Paralegal Associations, and the Curriculum Advisory Committee of the Harford Community College Paralegal Studies Program, as well as an Associate Paralegal Member of the Maryland State Bar Association. Teresa and her husband, Mike, make their home in Taylorsville in Carroll County, Maryland.
